'Reshaping Public Housing' and work disincentives

This research paper discusses the work disincentives created by the NSW Department of Housing's 'Reshaping Public Housing' reforms. It finds that rent increases for 'moderate income' households iimpose high effective marginal tax rates, and that households lose eligibility for public housing at incomes that are too low to afford to rent in much of Sydney.
