Reasonable grounds for termination: better security for tenants

This paper is part of the Tenants' Union's 'Priorities for law reform' series. It discusses how notices of termination without grounds allow a few unscrupulous landlords to behave unfairly, and make all tenants feel less secure. Notices of termination should be given on reasonable grounds only.
